Straight outta Minnesota, Wugazi is the brainchild of producers Cecil Otter and Swiss Andy, and on the album '13 Chambers,' they piece together a baker's dozen tracks using music from D.C. post-hardcore titans Fugazi and New York hip-hop icons the Wu-Tang Clan. The cut here, 'Sleep Rules Everything Around Me,' fuses looping piano from Fugazi's 'I'm So Tired,' a ballad off their 'Instrument' soundtrack, with verses off 'C.R.E.A.M.' ("Cash Rules Everything Around Me"), a tale of urban despair off Wu-Tang's 'Enter the Wu-Tang (36 Chambers)' disc. Fugazi singer Ian Mackaye's whispered subs for Wu's chorus, bringing everything together.
